Government policies to transform fireworks industry

Fireworks are the traditional industry in Hunan Province. In order to accelerate the transformation and upgrading of fireworks industry and achieve high-quality development, Development and Reform Commission of Hunan Province has issued and passed the notice on ‘Several Policies to Support the High-Quality Development of Fireworks Industry Transformation and Upgrading’. The content of the policy is as follows:

“1. Optimize industrial distribution. We will prudently push fireworks enterprises that do not meet production safety, environmental protection, and quality standards to be closed.

2. Encourage mergers and acquisitions. Large-scale fireworks enterprises are encouraged to acquire medium and small enterprises. Local governments can give policy support to the integrated large fireworks enterprises according to the actual situation.
3. Speed up compliance and increase efficiency. Financial support will be given to large-scale fireworks enterprises, and bonuses and subsidies will be given to enterprises of a certain scale to support their sustainable development and growth.
4. Promote regional cooperation. Give full play to the leading role of the national strategy of regional cooperation between Hunan and Jiangxi Provinces; jointly promote the industrialization of key technologies of fireworks industry with Jiangxi Province; build the global headquarters base and fireworks industry research institute in Hunan and Jiangxi Province.
5. Strengthen technological transformation. Fireworks enterprises will be encouraged to develop and apply new materials, technologies, processes and equipment for upgrading. The special fund for manufacturing provinces will provide some support for technological transformation of mechanization of production enterprises in the main production areas of fireworks and firecrackers.
6. Encourage new product development. Support will be given to new and safe products developed by fireworks and firecrackers enterprises.
7. Promote standardization. Encourage and support fireworks enterprises to participate in the revision of local, national and international standards. Actively promote the promulgation and implementation of national standards, such as GB10631, GB5016, GB24284, GB11652, etc.
8. Raise the quality level. Improve fireworks enterprise product quality self-inspection and self-control ability, support fireworks enterprises to build high-quality brands.
9. Increase domestic market promotion. Focus on publicity and promotion of Hunan fireworks. Support Liuyang in building itself into the "Fireworks capital of the world" and to build a fireworks museum and an international fireworks exhibition center. Promote the reasonable arrangement of fireworks shows for major festivals and cultural tourism activities held in China. Support building Changsha Juzizhou Fireworks Show into a well-known cultural tourism brand. Guide all districts of the province into rethinking the restrictions on fireworks and firecrackers, with no restrictions on the Spring Festival and other major festivals. Do not restrict the discharge of fountains and D-class fireworks and other safety and environmental protection products.
10. Opening up new export channels. Explore ways to load trains in Mongolia's domestic stations and use China-Europe freight trains for transportation of fireworks products. Explore pilot railway transportation of fireworks on freight lines such as Haoji Railway. Arrange Guangxi, Zhejiang and other provinces to open up new transportation channels for fireworks.
11. Support the development of international markets. We will promote the inclusion of fireworks in the list of world-class intangible cultural heritage, and encourage and support fireworks export enterprises to explore the international market and expand their export scale through various means.
12. Implementation of the fireworks industry key core technology project. Special financial support is given to key core technologies and basic research tasks to promote scientific and technological innovation in the field of fireworks and firecrackers.
13. Improve the policy system for promoting intellectual property rights for fireworks. We will strengthen the protection of intellectual property rights in the field of fireworks and firecrackers, and establish a joint mechanism between government and enterprises to crack down on counterfeit infringement.
14. Ensure rational land use. Fireworks production enterprises within the scope of production safety permits shall be classified as special control units for production safety and storage work areas, which shall be included in the territorial space planning management and shall not be changed without approval.
15. Within the scope of special control units, no homestead or other project construction land shall be laid out and approved.
16. On the premise of legal compliance, actively explore and implement the woodland support policies needed for the development of fireworks industry.
17. Standardize the collection and payment of taxes and fees. We will implement tax policies related to the development of fireworks industry, optimize tax and fee services, and ensure that all preferential tax and fee policies are fully enjoyed.
18. Strengthen personnel training. We will vigorously develop fireworks vocational education and support the establishment of specialized fireworks education schools. Promote training highly skilled personnel in the field of fireworks and firecrackers.”
