On April 13^th 2022, China's Emergency Management Administration issued a letter saying that before the government have issued the safety management system of decommissioned gunpowder, all decommissioned gunpowder crushing factories, moisture-proof agent factories and fireworks factories should suspend the purchase of decommissioned gunpowder. Decommissioned gunpowder is the military gunpowder that has been stored for quite a long time thus becoming unstable, so the military doesn't use it anymore.

The existing inventory’s production, selling and usage shall be strictly managed. Local Emergency Management Departments together with public security departments shall take measures such as video monitoring and on-site inspection to track consumption progress and strictly prevent illegal purchase by manufactures.

   Decommissioned gunpowder can often be reused as a raw material for fireworks and firecrackers. This announcement is expected to lead to a rise in the price and shortage of such fireworks raw materials as launch powder, moisture-proof agent and single base powder. Launch powder is used in almost 90% of fireworks products. Single base powder is widely used in the production of fountains, cold fountains and cake fountains. So in this situation it may cause fireworks production delays.
